A forecast tells you what is already going wrong. Then pick one order: Shed Civic for the wards, Rail reserve to keep leftover power on the metro, or Curfew to quiet dark Blocks at a cost.
Morning is a plan, not a recap. Riots heat housing demand for two nights. A burned substation makes Civic hungrier forever. Line crews finish repairs at the next dawn.
Dispatcher is the standard watch. Mayor is tighter. Blackout lasts eight nights. Wins unlock +4 MW at start, a Hold the line preset, and Harbor Docks on the map.
Hold until the relief convoy. The run ends if stability hits 0, unrest maxes out, or casualties pass the desk’s limit.
